Source 1 p.10
Mechanism
- 1 Set targets for 2020 Three numeric aims: USD 3 billion investment, 160,000 jobs, USD 7.5 billion production. No monitoring or reporting duty. 1 p.10
- 2 Pass on central schemes Section 6.1 lists M-SIPS, central EMC grants (50% of cost up to Rs 50 crore per 100 acres, greenfield) and skilling. These are Government of India money. 1 p.12 1 p.13
- 3 Offer state incentives Section 6.2: stamp duty, power, SGST, lease rent, investment subsidy, plus extra terms for mobile units and mega projects. One category per applicant. 1 p.14 1 p.15 1 p.16 1 p.18
- 4 Route claims through a committee Applications go to a sub-committee headed by the Secretary, ITE&C, then to the CCESDM. The department "shall issue" operational guidelines. 1 p.18
Investment against the USD 3 billion target

Data warnings
- The figure of over 250 companies employing over 50,000 people is the policy’s 2014-15 baseline. SEO 2024 prints it as current. 1 p.9 7 p.211
- Pink Book 2021 gives total ESDM and ancillary employment of 1,60,000. AR 2022-23 gives 66,000 in clusters and parks. The bases differ. 4 p.51 3 p.31
- Pink Book 2021 says "USD 3 Billion Production" on one page and gives investment as INR 22,357 crore on another. They are probably one quantity under two labels (our conversion, unverified). 4 p.51 4 p.52
- The Rs 93,000 crore in SEO 2025 is not itemised: the named investments sum to Rs 7,693 crore. 5 p.92
- E-City built-up space is 2,00,000 sq ft in 2020-21, 1,80,000 in 2021-22, and 4,00,000 in "EMCs" in 2022-23. 8 p.43 2 p.51 3 p.32
- E-City acreage is 602 and 603 in the Pink Book and 603.52 at MeitY. 4 p.53 4 p.46 11
- The proposed new EMC moved: Dundigal (2021), Divitipally (2024), Thadiparthy (2026). 4 p.53 5 p.91 15
- Divitipally is a "New Energy Park" and an "EMC" within one edition of SEO 2026. 6 p.104 6 p.120
- Amara Raja at Divitipally is 16 GWh planned on the sector page and 32 GWh inaugurated in a press release. 15 17
- Deemed approval is 4 weeks in the policy, 30 days in the TS-iPASS Act per the TS-iPASS brief, and 15 days on Invest Telangana’s page. 1 p.18 15
- Invest Telangana’s sector page says its acreage is "to be validated with TGIIC". 15
- "6%" is reprinted as a share of exports (2016), of production (2024), and "about 7%" of output (2021). 1 p.9 7 p.211 4 p.51
Gaps in the record
- No electronics-only figure for investment, jobs or production against the 2020 targets.
- No causal evaluation. The statistical annuals never name the policy. 7 5 6
- Whether the Electronics and Semiconductor Policy 2025 was issued: none found. The G.O. register and the Vision 2047 document were not searched. 5 p.91 10
- No operational guidelines found.
- No G.O. number or date of issue; the April 2016 launch is inferred. 9 p.6
- Whether the single-window right and 4-week deemed approval were legislated for electronics.
- No MeitY approval record for a Telangana EMC under EMC 2.0. 12
- Whether the investment-subsidy count caps have been reached.
- Whether Qualcomm’s campus opened and Premier’s 750 MW unit is commissioned.
- No CCESDM membership, meeting or rejection record; only approvals reported.
- ITE&C annual reports in the cache end at 2022-23. 3
- No source for the Electropreneur Park, a 100-startup target or jobs at Apple, OPPO, OnePlus, Micromax or HFCL.
